Data recovery services are professional organizations that specialize in extracting data from dead or damaged drives. They typically have access to controlled laboratory environments where the disks can be safely disassembled and accessed externally.
Disk Mount For Mac
I recently bought a 4 TB naked (no enclosure) external hard drive that I mount via a Newer Tech dock (the ones where you insert the naked drive like bread in a toaster) and is connected to my MacBook pro via FireWire 800.
Update: There seems to have been a misunderstanding about this question. I do not want to find out what's wrong' with my disk I named "Broken". It appears to work fine. I also reformatted it several times. I want to know how to tell OS X to mount a specific disk at boot. I named the disk "Broken" because it doesn't mount automatically, not because I have any problems with it as such and nor are there any error messages. Just forget I mentioned the disk and answer the question how to tell OS X which disks to mount at boot, if you know the answer. Thanks.
OS X uses diskarbitrationd which discovers new storage devices and probes them for mountable filesystems. The Disk Arbitration framework handles notifying applications of disk mount/unmount events, and allows them to influence whether a volume is mounted or not.
Consult the man page for diskarbitrationd for very limited further information; for example, diskarbitrationd consults /etc/fstab to determine if the discovered filesystem should be mounted other than at the default location(/Volumes/) or with special options (or not mounted at all.)
According to your comments, all your journaled filesystems are mounting, and the filesystem which isn't mounting doesn't have journaling turned on. Journaling was introduced in 10.2 Server and 10.3 Client and by now is considered a vital, critical feature. It should be enabled unless you really know what you're doing; hence why you must hold down the option-key in Disk Utility to disable it in modern versions of OS X. Make sure the volume has journaling enabled:
Since at least Panther and through to El Capitan, AutomountDisksWithoutUserLogin needs to be set to true (1) in /Library/Preferences/SystemConfiguration/autodiskmount.plist, then all external storage should be mounted at boot.
I have a Western Digital MyBook (25EE) 8TB External Drive. It is formatted with exFAT. I can't recall exactly how it was formatted, but I believe it was done with Synology's DiskStation for my Synology NAS. I am able to mount and read the drive when I connect it to the NAS, but not on macOS Sierra 10.12.6.
fsck was holding the disk hostage. A quick ps aux grep fsck revealed that indeed it was hijacking the disk/volume as soon as it was plugged in. sudo pkill -f fsck (or just kill with the PID if you prefer) immediately allowed the volume to be mounted.
This happens with me as well, I'm using a 1TB USB ext drive in exFAT format when suddenly it doesn't mount in my MacBook Pro (M1 - Monterey) but can be accessed from Windows (with Parallel Desktop 18 - Windows 11 ARM).
From Windows 11 screen, then I search "device encryption setting" in Windows Start, then turn off the device encryption, it took a whole night to complete the decryption process, then the next morning, exFAT can be mounted back to macOS Monterey. Alhamdulillah!!!
I faced this issue in the latest macOs Big Sur 11.2.1. The disk won't mount or soft eject. I ran Frist Aid option in Disk Utility which took a few minutes since it was scanning the Trancend external drive. After the scan, I had to unmount and mount it back again inorder for the disk to be writable.
When connecting the external hard disk, just go to Activity Monitor in MacBook Applications there you can find "fsck_exfat". Double-click on it and click on Quit or Force Quit, then your hard disk will appear on desktop

If the hardware seems to be OK, let's check the software that is related to this disk problem. Hi,I have a 10TB G-Drive USB (not USB-C) harddisk and I have formatted it to ExFAT via a Window 7 PC.It works fine with the PC.I later on bought a new mac book pro with touch bar with macOS High Sierra 10.13.3,and found out that the G-drive is not mountable by the mac book.
I can find the hark disk in disk utility with the correct name but the harddisk name is greyed and do not allow me to mount it. First-aid was done and it was fine. The hard disk is not corrupted as I can still use it with PC.
